Regional Hubs The CoR launched a new generation of its Regional Hubs Network (RegHub). Its members monitor the implementation of EU policies on the ground and make sure that the voices of hundreds of regional and local stakeholders are taken into account when these policies are evaluated at European level. The European Commission consults the European Committee of the Regions (CoR) at the earliest stage in the European legislative process on policy areas that directly affect the local and regional authorities. The CoR may also proactively adopt a position on a particular issue through an own-initiative opinion.

It just hit the moment.” A new chapter for EU democracy The new chapter for EU democracy campaign focuses on strengthening the democratic culture in Europe's regions and cities by promoting civic education, further encouraging youth participation and gender balance in decision-making, and fostering the debate on EU issues within local and regional elections. The Bureau is a group of CoR members that can be thought of as CoR's political driving force: it draws up its political priorities and oversees their implementation. The Bureau meets before each plenary session to coordinate the work of the plenary assembly and the commissions. This was despite the fact that food would become more seasonal, more expensive due to increased production costs and more vulnerable to crop failures. However, fewer under 18s voted for this scenario, only 46% would consider it, compared to 61% of adults. The COVID-19 pandemic and the energy crisis caused by the war in Ukraine have shown how important the close interaction between the environment and citizens is. At the same time, the threat of natural hazards, environmental risks, ecosystem degradation and global warming has not lost its relevance, and climate action is more urgent than ever. Cities and regions are key players when it comes to delivering the goals of theThrough its own activities and through those carried out with the #CohesionAlliance, the Committee is committed to making sure that economic, social and territorial cohesion is fostered and respected in all EU policies.

For Rob Hopkins, the co-founder of the Transition Network, meaningful change is now most likely not at the centre but through local government. The Transition movement began in Hopkins’s home town of Totnes, Devon, in 2006, when people began sharing ideas of how to move from a carbon-based economy to a healthier, more sustainable community. Community change often begins with food. “You don’t need anyone’s permission around food. It’s not expensive. You just need people, tools and a deadline,” Hopkins says. In Totnes, “it’s been a fairly lonely furrow for a long time. Finally the surrounding world is starting to catch up a little bit.” Now that 245 local authorities across the UK have declared a climate emergency, which requires tough new carbon-reduction targets, councils will require the practical ideas of the Transition movement. Cohesion as an EU value One of the European Committee of the Regions' main priorities for 2020 to 2025 is to demonstrate that cohesion is not (just) money, but a fundamental value of the European Union.
